赞皇县羊角道道路提升改造工程项目招标公告

一、招标条件

本招标项目赞皇县羊角道道路提升改造工程已由 赞皇县数据和政务服务局以赞行投资审[2025]128号批准建设，招标人为赞皇县住房和城乡建设局，建设资金来自财政资金，项目出资比例为财政资金100%。项目已具备招标条件，现对该项目的施工进行公开招标。

二、项目概况与招标范围

2.2招标范围：施工图纸及工程量清单范围内的全部内容

三、投标人资格要求

3.1 本次招标对投标人的资格要求如下:

3.1.1 资质要求：1.具有独立企业法人资格、有效营业执照。2.具备 市政公用工程施工总承包三级及以上 施工资质。（不接受“资质预警”或“资质异常”企业投标）。3.具备有效的企业安全生产许可证。

3.1.2 信誉要求：1.投标人及其拟派项目经理自 2023 年 2 月 1 日起至投标截止日止未被列入失信被执行人名单（以“信用中国网站”的信息为准）

3.1.3 其他要求：1.专职安全生产管理人员具有对应有效的安全生产考核合格证书，配备人数1 个；2.本项目专门面向小微企业招标 。

3.1.4 项目负责人资格要求：1.拟派项目经理具有注册在投标单位的 市政公用工程专业二级及以上执业资格；同时具有对应有效的安全生产考核合格证书； 2.如拟派项目经理在投标截止日当日存在在其他在建合同工程（在建合同工程的开始时间为合同工程中标通知书发出日期，或者不通过招标方式的则以合同签订日期为开始时间，结束时间为该合同工程验收合格或合同解除日期）担任项目经理的，不得以拟派项目经理的身份参加本次投标；

其中，投标人拟派项目经理须具备 市政公用工程专业 二级及以上级注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在施建设工程项目的项目经理。

3.2本次招标不接受联合体投标。

3.3 各投标人均可就本招标项目上述标段中的1个标段投标，但最多允许中标1个标段。
