一、招标条件Tendering Conditions

招标人为中石油管道局伊拉克纳西里耶储油库项目部，项目资金来源已落实。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件，现进行公开招标。

The project has implemented relevant procedures according to rules, regulations, and laws as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid. The tendereeis China Petroleum Pipeline Engineering Company Ltd(EPC) for New Nassiriya Depot Project, IraqDepartment.

二、项目概况与招标范围Project Overview and Tendering Scope

2.1项目概况：伊拉克国家石油公司（State Company for Oil Project）计划在纳西里耶投资新建一个400万桶原油的罐区，用于接收Ahdeb、Badra、Gharaf、Nassiriya和Abu Amood油田的原油，项目一期计划建设252万桶库容量（7个66000m³浮顶储罐），项目二期计划建设126万桶库容量（3个66000m³浮顶储罐）。CPP作为该项目一期阶段的EPC总承包商，负责7个66000m³原油储罐、2个23000 m³的原油泄压储罐，2个10000 m³水储罐建设，以及储罐区配套的泵站、计量、取水、发电、通信、工艺管线、消防等系统设计、采办、施工、试运工作。

Iraq's State Company for Oil Project plans to invest in a new 4 million barrel tank farm in Nasiriyah to receive crude from the Ahdeb, Badra, Gharaf, Nassiriya and Abu Amood fields. The first phase of the project plans to build 2.52 million barrels of storage capacity (7 66,000m ³ floating roof storage tanks), and the second phase of the project plans to build 1.26 million barrels of storage capacity (3 66,000 m³ floating roof storage tanks). As the EPC general contractor of the first phase of the project, CPP is responsible for the construction of 7 66,000m ³ crude oil storage tanks, 2 23,000 m³ crude oil pressure relief tanks, 2 10,000 m³ water storage tanks, as well as the design, acquisition, construction and trial operation of pumping stations, metering, water intake, power generation, communication, process pipelines, fire fighting and other systems supporting the storage tank area.

2.2招标范围：本次招标采购物资详见下表 Scope of Supply:

For the materials to be procured by the present Tendering, please refer to the table below.

Note: 1, The scope of supply should also include wire mesh gate, handrail and steel ladder.

2, The technical documents for Local Control Center for Light Crude Main Pumps and Steel Shed for Gas turbine and Main Pump have not yet been approved. The final supply will be carried out in accordance with the approved technical documents.

2.3 交货地点：伊拉克乌姆卡萨港

Place of delivery of goods：Umm Qasr Port, Iraq

2.3交货期 Deliveryperiod：

最短交货期，但最晚交货时间不得晚于订单下达后28周内伊拉克乌姆卡萨港交货，超过一周按投标价格的1%计入“价格调整”，不足一周按一周计算；超过6周，将被否决。

The Tender should provide its shortest delivery time.CFR UMM QASR Port Iraq within 28 weeks after P.O. If the delivery period negative deviation exceeds 6 weeks, the bid will be rejected. If no more than 6 weeks, the price should be corrected by 1% per week.

三、投标人资格要求Bidder qualification requirement

3.1本次招标不接受联合体投标。

Bids from joint venture are not accepted.

3.2投标人要求具有独立法人资格，为此招标项目的专业生产、制造、安装、调试的制造商，对其提供的货物和服务负全部责任；在法律和财务上独立，合法运作并独立于招标人（招标机构）的制造商。参与投标的中国境内投标人需具备货物进出口相关资质。

The supplier should be the manufacturer or trader or agent of this bidding project, who possesses independent legal personality and shall take full responsibility to the goods and service.A manufacturer that is legally and financially independent, operates legitimately, and is independent of the tenderee (bidding authority).Bidders within China participating in the tender shall possess relevant qualifications for the import and export of goods.

3.3 本次招标要求投标人应具备有效的ISO9001证书，提供企业资质（包括但不限于营业执照或注册证书等）, 具有与本采购项目相应的供货能力。

The tender requires that bidders shall possess valid ISO9001 Certificate.

3.4财务要求：

投标供应商应财务状况良好（其中资产负债率小于100%），没有处于财产被接管、破产或其他关、停、并、转状态；投标供应商需承诺不存在进入清算程序、被宣告破产或其他丧失履约能力的情形（投标供应商需在其响应文件中提供无上述情形的承诺函）；投标供应商须提供上一年度（即2024年度，如2024年度未完成审计，可提供2023年度审计报告）的经会计师事务所或审计机构审计的完整的财务报告（须由注册会计师签字盖章）。财务报告内容至少应包括：资产负债表、现金流量表、利润表和报表附注。

如投标供应商中标，采购需求人有权在合同签订前审查其完整的财务报告，若发现投标供应商存在上述情况或风险的，采购需求人有权取消其中标资格。投标供应商需在其响应文件中提供其接受上述条款的承诺函。

Financial requirement: The bidder has a sound financial status (with a debt-to-asset ratio of less than 100%) and is not under any receivership, bankruptcy, or other states of suspension, termination, merger, or transfer. In the past three years, the bidder has not been involved in any fraudulent contract-related or other economic illegal activities. The bidder is required to provide a complete financial audit report for the year 2023, audited by an accounting firm or auditing institution, including but not limited to copies of the balance sheet, cash flow statement, income statement, and notes to the financial statements (signed and stamped by a certified public accountant).

If the bidding supplier is awarded the contract, the procuring entity reserves the right to review its complete financial statements prior to the execution of the contract. Should it be discovered that the bidding supplier exhibits any of the aforementioned circumstances or risks, the procuring entity shall have the authority to disqualify the bidding supplier from the award. The bidding supplier must include in its bid response documents a letter of commitment acknowledging acceptance of these terms.

3.5业绩要求：投标人应提供近三年（2022-至今）来国内或国外同类项目的合同或业绩证明，最少具备一个类似项目业绩。提供的合同复印件至少应包括：封页；签字盖章页；合同中包含买方名称、物资名称、规格型号及技术参数、供货数量、签订时间的关键页；合同发票复印件至少应包括与合同对应的1张发票”。

Performance requirements:The bidder shall provide contracts or performance certificates for similar projects, whether domestic or international, undertaken in the past three years (2022-present). The copies of contracts provided should at least include: the cover page; the page with signatures and seals; key pages from the contract that contain the buyer's name, the name of the goods, specifications and technical parameters, quantity supplied, and the signing date; and the copies of contract invoices should at least include one invoice corresponding to the contract.

3.6安全、质量事故情况：投标人提供近三年经营活动中无重大安全、质量事故等相关的情况的声明。

Statement on Safety and Quality Accidents: The bidder provides a statement confirming that there have been no major safety or quality accidents related to its business activities in the past three years.

3.7信誉要求：Credit requirements:

1）投标人须具有良好的信誉和职业道德，自2021年1月1日至报价截止日在经营活动中没有因违法经营受到责令停产停业、吊销许可证或者执照（提供承诺书）；2）在国家企业公示系统（http://www.gsxt.gov.cn)未被列入经营异常名录和严重违法失信企业名单（已经移出的按照未列入执行）、信用中国网站（www.creditchina.gov.cn）无异常。3）投标人未被中国石油天然气集团有限公司/中国石油管道局工程有限公司列入黑名单、暂停投标资格或取消投标人资格。

The bidder must possess good reputation and professional ethics, and has not been subject to orders to suspend production or business operations, or revocation of licenses or permits due to illegal business activities from January 1, 2021, to the quotation deadline (a commitment letter is required); 2) The bidder is not listed in the Abnormal Operation List or the List of Enterprises with Serious Violations of Law and Dishonesty on the National Enterprise Credit Information Publicity System (http://www.gsxt.gov.cn) (those who have been removed are considered as not listed), and has no abnormalities on the Credit China website (www.creditchina.gov.cn). 3) The bidder has not been blacklisted, suspended from bidding, or disqualified as a bidder by China National Petroleum Corporation/China Petroleum Pipeline Engineering Corporation.

3.8其它要求： 投标人需在投标文件中如实写明中标后该批货物的生产地址，如生产、制造加工基地，如与投标人营业执照中的注册地址不同，需提供生产、制造加工地的资质，不接受生产分包。

The bidding requires the bidder to have independent legal personality, the bidder and the product manufacturer have not been blacklisted by the pipeline and its affiliated units in the past three years, The bidder shall，in your technical or commercial proposal，explicitly listed the Manufacturing siteof the goods if you win the bid. For example, the production and manufacturing processing base, which is different from the address in the bidder's business license, shall provide the qualification of the production, manufacturing and processing place and shall not accept subcontracting

四、招标文件的获取Acquisition of Tendering Documents

4.1 招标文件每套售价200元，售后不退。招标文件发售时间：2025年4月23日8:00:00 至 2025年5月 8日23:59:59（北京时间，下同）。凡有意参加投标者，请通过中国石油招标投标网（http://www.cnpcbidding.com)点击“招投标平台”进入“中国石油电子招投标交易平台”报名、购买招标文件。

The priceofbiddingdocuments is: RMB200, non- refundable.The time of selling bidding documentsis from8:00:00 on Apr23, 2025 to 23:59:59 onMay 8, 2025, (Beijing time, the same below). Bidders shall click "Bidding Platform" through PetroChina Bidding Network (http://www.cnpcbidding.com) to enter the "PetroChina E-Tendering&Bidding Trading Platform" to register and purchase bidding documents.

4.2 招标文件获取方式：潜在投标人报名后，须使用中国石油电子招投标交易平台缴费模块进行招标文件缴费（具体操作参见招标公告附件），缴费成功后系统将自动开启招标文件下载权限。有关交易平台的问题请咨询运营单位（中油物采信息技术有限公司）技术支持团队相关人员，咨询电话:4008800114语音导航“招标平台”，因交易平台或其他非招标机构原因导致的购标失败等问题，招标机构不承担投标人的任何损失。投标人缴费成功后需登陆“投标人自助服务平台”（https://zh.cpplb.com.cn:8081）点击业务办理，上传订单状态截图及开票信息，招标机构依据投标人自助服务平台中的信息开具发票。未按要求上传订单状态截图的，将无法开具发票，由此造成的影响由投标人自行负责。

五、投标文件的递交

5.1 投标文件递交截止时间：2025年 5月 14日 8时30分。

现场电子版投标文件提交：河北省廊坊市金光道44号中油管道物资装备有限公司B104会议室。投标人可以现场提交电子版投标文件(不强制要求提交)，不接受邮寄，现场提交电子版投标文件(U盘)内容仅在需采用应急措施进行解密时有效。

Site submitted electronic bid documents: B104, CNPC Pipeline Materials and Equipment Co., Ltd., No.44, Jinguang Road, Langfang City, Hebei Province. The bidder may submit the electronic version of the bid documents on-site (not mandatory) but does not accept the post. On-site submission of electronic tender documents (USB stick) is valid only in an emergency decryption situation

不接受纸质版投标文件 Hard copy will not be accepted.

5.3 逾期送达的、未送达指定地点的或者不按照招标文件要求密封的投标文件，招标人将予以拒收。逾期传送至电子招标投标交易平台的投标文件，电子招标投标交易平台予以拒收。

The bidding document will be rejected, if the bidding documents are deliveredare exceed the specified time, are not send to the designated place, or are not sealed in accordance with the requirements of the solicitation documents. If the bidding document did not upload to the E-tendering&bidding trading platform within the time limit, the platform will reject the bidding.

5.4 本次招标采取网上电子版提交的方式，以网上电子版为准，不接受纸质版投标文件。

The bidding documents shall be subject to electronic submissions online, and the paper version will not be accepted.
