1. 招标条件

1.1本招标项目巴州区工业园污水处理站及配套管网建设项目（项目名称）已由巴中市巴州区发展和改革局(项目审批、核准或备案机关名称)巴区发改行审【2019】44号（批文名称及编号）批准建设，项目业主为巴中市巴州区城镇建设投资有限公司，建设资金来自区财政统筹安排（资金来源），项目出资比例为100%，招标人为巴中市巴州区城镇建设投资有限公司。项目已具备招标条件，现对该项目的设备进行公开招标。

1.2本招标项目为四川省行政区域内的国家投资工程建设项目，巴中市巴州区发展和改革局（核准机关名称）核准（招标事项核准文号为巴区发改行审【2019】44号）的招标组织形式为委托招标。招标人选择（本招标项目在省发展改革委指定比选网站上的项目编号为HG20190529008）的招标代理机构是江苏正德建设管理有限公。

2. 项目概况与招标范围

2.1 建设地点：巴中市巴州区清江镇。

2.2 工 期： 60日历天。

2.3 招标范围：图纸及工程量清单范围内的设备供应、安装调试及后期服务。

2.4 交货时间：以招标人根据工程进度通知为准。

2.5质量标准：满足设计需求并达到国家现行相关规范合格标准（达到《城镇排水与污水处理条例》一级A标）。

2.6 标段划分：1个标段。

3. 投标人资格要求

3.1本次招标要求投标人须具备：独立企业法人资格、行政主管部门颁发的建筑机电安装工程专业承包三级及以上（省外企业须提供《四川省省外建筑企业入川承揽业务验证登记证》或带二维码的《四川省省外施工、监理企业入川承揽业务信息录入证》）资质，近三年至少已完成0个类似项目业绩，并在人员、设备、资金等方面具有相应的施工能力。

3.2本次招标不接受联合体投标。联合体投标的，应满足下列要求：/。

4. 招标文件的获取 4.1凡有意参加投标者，请于2020年12月04日00时00分至2020年12月08日23时59分开始登陆巴中市政务服务和公共资源交易服务中心网站（http://zwhjy.cnbz.gov.cn/）“公共资源交易平台”中“建设工程招标投标”通过数字证书下载招标资料（招标文件、工程量清单、施工图纸等）。

4.2 招标人不提供其他任何报名和招标文件获取的方式。

5．投标文件的递交

5.1投标文件递交的截止时间（投标截止时间，下同）为2020年12月24日09时00分，地点为巴中市政务服务和公共资源交易服务中心（巴中市经济开发区红星街70号巴中市市民之家4楼）。

5.2 逾期送达的或者未送达指定地点的投标文件，招标人不予受理。

6. 发布公告的媒介

本次招标公告在四川建设网、巴中市公共资源网、全国公共资源交易平台（四川省）(发布公告的所有媒介名称）上发布。
