3.项目背景Projectbackground
为贯彻落实《粤港澳大湾区发展规划纲要》《粤港澳大湾区气象发展规划(2020-2035)》以及中国气象局与广东省政府《全面推进气象现代化合作备忘录(2016-2020年)》,国家气象中心、中国气象局气象探测中心、广东省气象局、广州市气象局、广州开发区管委会五方单位签订《共建世界气象中心(北京)粤港澳大湾区分中心和气象科技融合创新平台合作框架协议》,明确五方共同发挥政策、技术、人才、资金等优势,在中新广州知识城合作共建“世界气象中心(北京)粤港澳大湾区分中心”和“粤港澳大湾区气象科技融合创新平台”(以下简称“世界气象中心(北京)分中心”)。

为落实合作框架协议,建设具有“世界一流、中国领先、湾区特色”的世界气象中心(北京)分中心,特组织开展“世界气象中心(北京)粤港澳大湾区分中心和粤港澳大湾区气象科技融合创新平台建筑方案设计国际竞赛”,在全球范围内公开征集具备国际视野、高水平、高标准的设计方案,以指导世界气象中心(北京)分中心的建设工作。

4.主要工作任务(最终要求以最终正式发布的《设计任务书》为准)

(1)竞赛阶段设计范围及主要工作内容
Designscopeandmainworkcontentinthecompetitionstage
WorldMeteorologicalCentreBeijingSub-centre项目选址位于广州市黄埔区中新广州知识城科教创新区内,科教二路以南,筑梦一路以西,用地面积1.3公顷。
TheWorldMeteorologicalCentreBeijingSub-centreprojectislocatedintheScienceandEducationInnovationZoneoftheSino-SingaporeGuangzhouKnowledgeCity,HuangpuDistrict,Guangzhou,southoftheSecondScienceandEducationRoadandwestofZhumengRoad,coveringanareaof1.3hectares.
世界气象中心(北京)分中心主要建设内容包括综合业务功能区、宿舍及配套功能区,计容建筑面积约2万平方米,总投资为2亿元。另外,项目地块设计内容还包括融合创新业务发展区(计容建筑面积约1.85万平方米),为场地预留足够空间,方便后期建设。本次竞赛设计包括项目建筑设计范围内的总体规划和建筑方案设计。包括但不限于建筑整体布局、道路及交通组织、绿化景观设计、公共空间设计、建筑单体(或群体)设计以及绿色建筑、投资估算等内容。
ThemainconstructioncontentsoftheWorldMeteorologicalCentreBeijingSub-centreincludecomprehensivebusinessfunctionarea,dormitoryandsupportingfunctionarea,withatotalconstructionareaofabout20,000squaremetersandatotalinvestmentof200millionyuan.Inaddition,thedesigncontentoftheprojectsitealsoincludestheintegrationofinnovativebusinessdevelopmentarea(grossfloorareaofabout18,500squaremeters),leavingenoughspaceforthesitetofacilitatelaterconstruction.Thiscompetitiondesignincludestheoverallplanningandarchitecturalschemedesignwithinthescopeofthearchitecturaldesignoftheproject.Includingbutnotlimitedtotheoveralllayoutofthebuildings,roadsandtrafficorganization,greenlandscapedesign,publicspacedesign,singlebuilding(orgroup)design,greenbuilding,investmentestimation,etc.

(2)竞赛中选深化设计工作要求
Requirementsfordesigndevelopmentaftercompetition
在竞赛阶段规划设计成果的基础上,吸收其他参赛方案的优点,并根据专家评审意见、竞赛组织单位及相关部门意见等,修改完善方案,成果深度需满足广州市联审要求。
Onthebasisoftheplanninganddesigndeliverablesofthecompetition,absorbtheadvantagesofothercompetitionschemes,andmodifyandimprovetheschemebasedonexpertevaluationopinions,theopinionsofthecompetitionorganizerandrelateddepartments,etc.ThedepthoftheresultsmustmeettherequirementsoftheGuangzhouCityJointAudit.
项目获得可研批复后,中选方案单位将继续完成世界气象中心(北京)分中心项目初步设计工作,本次国际竞赛工作成果(含方案及初步设计)直接用于世界气象中心(北京)分中心后续工程建设。
Aftertheprojectisapprovedbythefeasibilitystudy,theselectedunitwillcontinuetocompletethepreliminarydesignworkfortheWorldMeteorologicalCentreBeijingSub-Centreproject,theresultsofthisinternationalcompetition(includingtheschemeandthepreliminarydesign)willbedirectlyusedforthefollow-upprojectconstructionoftheWorldMeteorologicalCentreBeijingSub-Centre.
二、竞赛规则II,Competitionrules本次竞赛工作分为两个阶段进行:第一阶段为资格预审;第二阶段为竞赛设计。
Thecompetitionworkisdividedintotwostages:thefirststageispre-qualification;thesecondstageisdesigncompetition.
1.第一阶段——资格预审Thefirststage——pre-qualification
(1)本次竞赛采用公开竞赛的方式,公开接受符合参赛资格条件的设计单位(包括联合体,下同)的参赛申请。
Theopencompetitionmodeisadoptedforthiscompetition,whichthecompetitionopenlyacceptapplicationsdesignunits(includingconsortium,thesamebelow)thatmeetthequalificationrequirementsforparticipation.
(2)由资格预审委员会对参赛申请单位提交的资格预审申请文件进行审查,采用记名投票方式择优评选出6家正式参赛单位进入第二阶段竞赛设计阶段。
Thequalificationevaluationcommitteeevaluatesthepre-qualificationapplicationdocumentssubmittedbytheapplicants.Sixformalparticipatingunitswillbeselectedbyregisteredvotingtoshortlistforthesecondstageofthedesigncompetition.
(3)择优评选出的6家正式参赛单位将收到由竞赛组织单位发出的参赛邀请函。
Thesixofficialcompetitionunitsshortlistedwillreceiveinvitationlettersfromthecompetitionorganizer.
2.第二阶段——竞赛设计Thesecondstage——designcompetition
(1)6家正式参赛单位按后续发布的《竞赛技术文件》要求开展设计工作,并按时提交正式设计成果文件。每家限报1个设计方案,正式参赛单位以外的设计单位报送的设计方案将不予受理。
Thesixformalparticipatingunitsshallcarryoutdesignworkinaccordancewiththerequirementsofthe“CompetitionTechnicalDocuments”subsequentlyissuedandsubmittheformaldesigndeliverableontime.Eachunitshallsubmitonlyonedesignscheme.Thedesignschemesubmittedbyadesignunitotherthantheformalparticipatingunitswillnotbeaccepted.
(2)由方案评审委员会对提交的所有设计方案进行评审,采用记名投票方式评选出不排序的前3名参赛方案作为本次竞赛的3个优胜方案。
Theevaluationcommitteewillevaluateallthesubmitteddesignschemesandselectthetop3schemesasthethreewinningschemesofthiscompetitionbymeansofregisteredvoting.
(3)竞赛组织单位将3个优胜方案的专家评审意见、相关职能部门意见以及优胜方案设计单位的综合实力等上报竞赛委员会,由竞赛委员会确定其中1个优胜方案为中选方案。中选方案单位将获得后续深化设计权,完成中选后续深化设计工作。
Thecompetitionorganizerwillreportthe3winningschemesbasedontheexpertreviewcomments,opinionsofrelevantfunctionaldepartments,andthecomprehensivestrengthofthewinningschemedesignunittotheCompetitionCommittee,andthecompetitioncommitteedeterminesoneofthewinningschemesastheselectedscheme.Theselectedschemeunitwillearntherighttosubsequentlydesignin-depthandcompletethepost-selectionin-depthdesignwork.
(4)如优胜方案难以达到本次竞赛目的,中选方案可以空缺。中选方案单位不能履约或放弃中选的,参赛保证金不予退还。竞赛组织单位可以按照《竞赛技术文件》规定、专家评审意见及相关职能部门意见,重新选择其它优胜方案为中选方案,或中选方案空缺。
Ifthewinningschemesaredifficulttoachievethepurposeofthiscompetition,theselectedschemecanbevacant.Iftheselectedschemeunitfailstofulfillthecontractorgivesupthewinningscheme,thesecuritydepositwillnotbereturned.Thecompetitionorganizationunitmay,inaccordancewiththeprovisionsoftheTechnicalDocumentoftheCompetition,thecommentsofexpertsandrelevantfunctionaldepartments,re-selectoneofthewinningschemesastheselectedscheme,ortheselectedschemeisvacant.
三、参赛资格条件要求III,Requirementsofparticipationqualification(1)必须具有经合法注册并在有效期内的营业执照或开业证明;中国境内注册的设计单位必须具有独立法人资格;有以下关系的设计单位,不得同时参赛:法定代表人为同一个人的两个及两个以上法人;母公司、全资子公司及其控股公司。
Theremustbealegallyregisteredandvalidbusinesslicenseorbusinesscertificate;designunitsregisteredinChinamusthaveindependentlegalpersona.Designunitsthathavethefollowingrelationshipsmaynotparticipateatthesametime:Thelegalrepresentativesoftwoormorelegalpersonsareofthesameperson;Theparentcompany,whollyownedsubsidiaryanditsholdingcompany.
(2)中国内地设计单位必须具备工程设计综合甲级,或建筑行业设计甲级,或建筑行业(建筑工程)设计甲级,或建筑设计事务所资质。
DesignunitsofmainlandChinamusthaveComprehensiveGradeAqualificationforengineeringdesign;orConstructionIndustryClassA;orConstructionIndustry(ConstructionEngineering)ClassA;ortheArchitecturalDesignFirmQualification.
(3)国外或港澳台地区设计单位须在国际上有较高知名度,且必须与具备上述第(2)点资质条件的中国内地设计单位组成联合体;
Designunitsfromforeigncountries,HongKong,MacaoandTaiwanregionsmustbefairlywell-knownintheworld,andtheymustformaconsortiumwithdesignunitsfrommainlandChinawiththequalificationsintheabovepoint(2).
(4)参赛申请单位须具有大型公共建筑设计经验和案例;
Theparticipatingapplicants(independentorconsortium)musthaveexperienceandundertakencasesoflarge-scalepublicbuildingdesigns.
(5)本项目接受联合体形式报名,联合体成员不超过2家单位。联合体报名时须提交联合体协议,并在协议中明确联合体的主体单位。联合体各成员签订《联合体协议书》后,不得再以自己名义单独报名,也不得组成新的联合体或参与其他联合体的报名,否则报名无效。
Thiscompetitionacceptsparticipationintheformofconsortium,withnomorethan2members.Theconsortiumagreementmustbejointlysignedbyallmembersoftheconsortium,andamainmemberisdeterminedintheagreement.Theconsortiummustsubmitaconsortiumagreement,andthemainmemberoftheconsortiumshouldbedefinedintheagreement.AfterthemembersoftheconsortiumhavesignedtheConsortiumAgreement,theycannolongerparticipateinitsownname,norcantheyformanewconsortiumorparticipateinotherconsortium,otherwisetheirqualificationsofparticipationwillbeinvalid.
四、竞赛日程安排IV,Competitionschedule1.2021年2月5日–3月1日:发布公告,接受设计单位提交资格预审申请文件。
5th.Feb-1st.Mar,2021:Announcementwillbeissuedtoacceptthedesignunittosubmitprequalificationapplicationdocuments.
2.2021年3月8日:对资格预审申请文件进行评审,确定正式参赛单位。
8th.Mar,2021:Evaluatethepre-qualificationapplicationdocumentsandconfirmtheformalparticipatingunits.
3.2021年3月9日–4月7日:参赛单位开展方案设计工作。
9th.Mar-7th.Apr,2021:Participatingunitsstarttoworkondesignscheme.
4.发布会暨现场踏勘时间计划安排在2021年3月16日。
Thepressconferenceandsitesurveyingarescheduledfor16th,Mar,2021.
5.专家评审会时间计划安排在2021年4月9日。
Theexpertevaluationmeetingisscheduledon9th.Apr,2021.
6.竞赛组织单位保留调整竞赛日程安排的权利。受疫情影响,竞赛组织单位将对具体会议时间节点、形式作适时调整,届时将以竞赛组织单位发布的通知为准。
Thecompetitionorganizerreservestherighttoadjustthecompetitionschedule.AsaffectedbytheCovid-19epidemic,thecompetitionorganizermaydulyadjustthedatesandthewaystothespecificmeetingtimeasmaybenecessary,atthattime,thenoticeissuedbythecompetitionorganizershallprevail.
五、竞赛费用V.Competitionfee1.竞赛费用Competitionfee
(1)有效方案Effectivescheme
未被评定为优胜方案的有效方案的参赛单位,将分别获得由竞赛组织单位支付的竞赛成本补偿费25万元(人民币,含税,下同);
ThecompetitorswhohavenotbeenidentifiedasvalidschemesofthewinningschemewillbecompensatedwiththecompetitioncostofRMB250,000(RMB,includingtax,thesamebelow)paidbythecompetitionorganizingunitrespectively.
注:参赛方案经评审委员会评定为无效方案的参赛单位,将不能获得竞赛成本补偿费。
Note:Participatingunitswhoseschemeswereevaluatedasinvalidbytheschemeevaluationcommitteewillnotbeeligibleforthecompensationforcompetitioncost.
(2)优胜方案Winningscheme
未被选定为中选方案的优胜方案,其参赛单位将分别获得由竞赛组织单位支付的成本补偿费及优胜奖金共50万元。
Ifthewinningschemeisnotselectedastheselectedscheme,itscompetitorswillreceivethecostcompensationandprize,whichisatotalofRMB500,000paidbythecompetitionorganization.
(3)中选方案Selectedscheme
被选定为中选方案的参赛单位,其参赛单位将获得由竞赛组织单位支付的成本补偿费及优胜奖金共95万元。取得初步设计批复,中选方案参赛单位将获得按《工程勘察设计收费标准》(计价格[2002]10号)计取的工程初步设计费。
Theparticipatingunitwhoseschemeisselectedastheselectedschemewillreceiveacompensationfeeandawinningfee,totallyRMB950,000.Afterobtainingtheapprovalofthepreliminarydesign,theselectedcompetitorswillreceivethepreliminarydesignfeecalculatedaccordingtothe"EngineeringSurveyandDesignChargingStandard"(calculatedpriceNo.10[2002]).
注:工程初步设计费计费计算办法:根据国家计委、建设部颁发的《工程勘察设计收费标准》(计价格[2002]10号),以项目批复概算建安费作为计费基数,并结合各调整系数(专业调整系数、工程复杂程度调整系数、附加调整系数暂定为1.0),下浮20%(如中选方案参赛单位的主创设计师为专业院士、国家或省级工程设计大师的,工程初步设计费不下浮),再乘对应阶段的工程量比例计算(暂按II级考虑,初步设计阶段为30%)。
